It has been 2 1/2 years since the Bureau of Land Management (BLM) last gave the public a tour of any BLM Long Term Holding Pastures, which are used to warehouse once wild horses that were rounded up by helicopters used by BLM contractors and permanently removed from America’s public lands.  So much for the BLM’s claim of transparency.

Public comment sought on Pryor wild horse population control programs

BILLINGS – The Bureau of Land Management Billings Field Office is beginning a public comment period on an environmental assessment which analyzes the continued use of fertility control on the Pryor Mountain Wild Horse Range, the agency said in a press release Tuesday.

The agency is accepting public comment and is requesting any information, data or analysis pertinent to the environmental analysis for 30 days beginning Jan. 20, 2015. The environmental assessment is available for review by visiting the field office website at http://www.blm.gov/mt.

Fertility control has been used to control the wild horse population since 2001. The current fertility control program began in 2011 and expires this year. A new proposal, based on the results from existing and previous treatments, is being developed.

Welfare ranchers, ranchers who graze on Public lands, want taxpayers and wild horses off public lands, but they want taxpayer subsidies to continue and even increase, which would provide even more widespread destruction of America’s Public Lands and the continued killing of America’s Icon, the Wild Horse Herds in the United States.

Society is becoming increasingly antagonistic toward private profit-making uses of public resources, especially when those private uses require taxpayer subsidies for operation. Most often what creates a higher use of subsidies (i.e. taxpayer money) are the apparent conflicts with other goals of ecological management. The antagonistic behavior is more than reasonable.

So let’s get started. Be warned ahead of time that this estimate is very rudimentary and relies heavily on averages and interpolation of information collected from various sources.

There are three main estrogens (along with other minor estrogen analogues), collectively referred to as CEEs [conjugated equine estrogens], found in Premarin® and its daughter products such as Prempro®, Premphase® and the new osteo-menopausal combination drug Duavee®:

(1) estrone sulfate;
(2) sodium equilin sulfate and;
(3) 17α-dihydroequilenin sulfate.

CEEs are isolated from urine via a solid phase extraction process followed by either HPLC (high-performance liquid chromatography) or TLC (thin layer chromatography) on silica gel – both methods give good results with over 97% recoveries.

Ranges of the concentrations measured during the collection period were given as:

Estrone sulfate: 0.8 – 6.4 mg/L
Sodium equilin sulfate: 0.4 – 3.2 mg/L
17α-dihydroequilenin sulfate: 0.3 – 2.4 mg/L

The Bureau of Land Management has recently released the roundup schedule for winter 2015. http://wildhorseeducation.org/2014/12/20/blm-2015-roundup-plans-begin-with-cawp/

Before a proposed action can occur BLM must generate a “decision” reached through the National Environmental Policy Act or “NEPA.” (For a “crash course” in NEPA go here: http://wildhorseeducation.org/nepa/)

Many of the operations on the schedule will meet their compliance without any need for further public comment like the operation at the Pine Nut HMA (200 wild horses removed, with a 332 target for capture) through a “DNA.” DNA stands for “Determination of NEPA Adequacy,” in BLM terminology that means that plans have been adequately analyzed without the need to generate new analysis. http://wildhorseeducation.org/2014/12/22/what-is-a-wild-horse-dna/

However the Fish Creek HMA has had a new Environmental Assessment (EA) created to address a ten year strategy. The document was just released and public comment is due by January 23.

I’m not sure which horse is haunting me the most. There was Jack. Big part draft gelding, 23 years old. Skinny as skinny, with large white saddle sore scars. Someone used him hard and threw him away.

Ginger was 26, from the same place as Jack. Friendly and gentle. She came to the fence to say hello.

The Percheron filly was a black beauty. After her trip to Alberta she might be one of the chosen ones to be shipped live from the Calgary airport. If she survives the trip (sometimes all the horses arrive dead), she’ll be slaughtered in Japan and served up raw as a high priced delicacy.

Twenty year old Copper won’t be as tender. He had some hard miles on him.
